Confirm both the hot and cold shut-off valves are fully open and both fill hoses are actually connected — the washer needs both to run.

Turn the supply off, remove the hoses into a bucket, and inspect the inlet screens on the valve. Brush any scale off with an old toothbrush, mild soap and water, without removing the screen.
